I've been hearing from a lot of residents about the chaos being caused by roadworks on Newchurch road over the last 24 hours. The Borough Council and County Council have been working to sort out the immediate issues, and the traffic is now flowing reasonably well. However, I have concerns that when traffic gets heavier there will be further congestion. I will be calling on the County Council to make sure these lights are manually operated in order to get traffic flowing efficiency, and I will keep on the case to ensure disruption is minimised. ... One of the new Prime Minister's very first acts has been to take VAT off household electricity bills from 1 October. That means around £45 off the yearly price cap, and it comes on top of the £150 already taken off bills at the last Budget.

I would like to extend my congratulations to Andy Burnham as he becomes our new Prime Minister.
It means a great deal to see someone who knows the North West, and who understands towns like ours, walking into Number 10. I also want to thank Keir Starmer for his service, and for the way he has led our party and our country.
There was a lot in today's speech to welcome. The focus on the cost of living is exactly right, and it is what people here raise with me most. I was glad to hear a clear commitment to building more social housing, to better mental health support, and to helping more young people into good work. And the promise to reindustrialise our economy, and to push power and investment out of Westminster and into the places that can use it best, is the kind of change Rossendale and Darwen has needed for a very long time. The Reindustrialisation Research Group which I convened last week will provide a vital resource to this government in the cause of reinvigorating small towns like those of Rossendale and Darwen.
Andy Burnham's priorities are promising, but I will keep pushing to ensure that East Lancashire is invested in and supported with the resources it needs by this new government.

I have been advocating for local government reorganisation for a long time. The two-tier system we have lived with across much of Lancashire has held us back for years, splitting responsibility and accountability in ways that make it harder to get things done for local people. I see the difference close to home. In Darwen, a unitary Blackburn with Darwen Council can take a decision and act on it in one place. In Rossendale, the same job is shared awkwardly between a district and the county, and it is residents who too often pay the price in slower decisions, blurred lines of responsibility and much lower ceilings for potential targeted investment.
Reorganisation is our chance to put that right. It is an opportunity to reinvent local government, and it is one we simply have to take.
So let me be clear that I support the principle wholeheartedly. I am disappointed, however, with the particular shape of the decision the Secretary of State has now made.
There was never going to be a model that pleased everyone. A decision had to be taken between the suggestions on offer. The four-unitary plan, which the Secretary of State has approved, is not the one I supported, which was the model put forward by Blackburn with Darwen Council and Rossendale Borough Council, nor is it the one proposed by Lancashire County Council.
I share the concerns raised by my parliamentary neighbours, Oliver Ryan in Burnley and Sarah Smith in Hyndburn. Bringing these areas together in the way proposed risks leaving us with the most deprived local authority area in the country. I cannot accept that this reflects the natural economics of Lancashire, and I owe it to my constituents to say so plainly.
But I have always believed we are at our best when we make the most of the hand we are dealt, and that is exactly what I intend to do. The task now is to make this work for East Lancashire, and that means the right support from central government to match the scale of the challenge. If a new East Lancashire authority is going to succeed, it needs real capacity and capability funding behind it, the kind that can begin to reverse decades of underinvestment and help us catch up with places like Greater Manchester. It also matters that we still do not have a Mayor of Lancashire in place, and I want that resolved so our county has the leadership and the voice it needs.
I am pleased that the Secretary of State has agreed to meet me and colleagues from across East Lancashire to take this forward, and I will be pressing hard for the government to get behind Lancashire's growth plans. Great news for families across Rossendale and Darwen.
From September, four more of our local schools will be opening Best Start free breakfast clubs:
- Bacup St Saviour's Community Primary School
- St John with St Michael CofE Primary School
- St Cuthbert's CofE Primary School
- St Joseph's RC Primary School, Darwen
That means a free, nutritious breakfast and half an hour of free childcare at the start of the day, saving families up to £450 per child, per year.
They join Balladen, St Mary's Rawtenstall and Darwen St James who are already running theirs.
